Bad bad computer to computer interloping

If you investigate the picture above you'll notice an ad-hoc network called ISS. This is very bad because the cross campus wireless shows up as ISS. This person is clearly intending that people will connect to their service thinking that it's the cross campus one. Very naughty indeed. I assume once connected this piece of filth perpetrates a man in the middle style attack capturing any data you might chose to send across their interloping network.

I've a good mind to report this to someone, but don't quite know what to do. Of course I could be being completely cynical and this is merely some poor sap who has incorrectly followed the setup instructions and believed they need to rename their network ISS instead of looking for an SSID of ISS.
